Universiade is an international multi-sport event organized for university athletes and it is the 2nd largest multi-sport event in the world, second only to the Olympic Games. The 2017 Summer Universiade will be held in Taipei, Taiwan. And as Taipei City’s government started to promote the event, Facio took part in supporting the Universiade by creating a song contest campaign featuring VOCALOID XinHua and mascot of the “Department of Information Technology, Taipei City Government” (“230”).
By referencing the successful virtual idol Hatsune Miku, the “Department of Information Technology, Taipei City Government” launched their anime character mascot “230” in 2015. She will be the tool for education on information about the city and also be the bridge to connect the relationship between the government bureau department and the people of Taiwan. Her name is inspired from the phrase “There is no 30th in February”, and she has a robot rabbit named “AI” as her pet. (More details about 230 and open sources from the Taipei government.)
The “Department of Information Technology, Taipei City Government” collaborated with the VOCALOID XinHua, to start a song contest campaign to support the 2017 Summer Universiade in Taipei. The campaign starts February 1st, 2016, and was meant to end on the 15th of April, however it has been extended to May 5th, 2016.
Theme of the Campaign
The theme is “Archery”, “Sport” and “Health”. The campaign requires the use of the VOCALOID XinHua as the vocals of the song, and the content must feature XinHua and 230. Creators are free to use XinHua’s official design or her “Magician of Flower and Heart” design.

How to Register
- Upload the song to YouTube, Niconico, or any other video website.
- Go to XinHua’s official website and fill in the personal details on the registration form.
- Paste the video url link in the form.

Rules
- Must be an original song that uses the VOCALOID 3 Library XinHua.
- The song must have never been involved in any other contest or campaign, and the contestant owns the right of use to the song.
- There are no restrictions on the duration and file size, but 2 ½ to 4 minutes is recommended.
- The song can be a solo or duet (but Xin Hua’s voice bank must be the main vocals in the song).
- Names of the creators must be shown at the end of the promotion video, including the lyricist, song writer, composer, illustrator, video maker, etc. (Name or nickname.)
- Song content should not violate moral standards in the form of language or images.
- Entries must be original songs. Plagiarism and impostors are strictly forbidden. The song should not be published on any media. Contestants will be disqualified if found violating the rules.
- If there are multiple creators in a song, please choose one member as a contact person.
- Published songs are accepted under the conditions of:
- The uploader is the creator of the song.
- The song has not been involved in any other song contest before.
- The song is owned by the creator. ※ The song will be disqualified if the creator authorizes the right of use to any other organizations.
- Grading Distribution:
- Music, lyrics, and theme: 60%
- Illustration and PV: 30%
- Views after upload: 10%
- Must be a resident of Taiwan.
Other
The results will be announced on the official webpage. For those featuring “230” in their song, they will be featured in a screening at the Hackathon event that is held by the “Department of Information Technology, Taipei City Government”. (Actual screening dates and other details will be announced by the Taipei government.)
Authors own the moral rights and property rights of their songs, but Facio and the “Department of Information Technology, Taipei City Government” own the rights of use to the songs for commercialized purpose anytime, anywhere. The author cannot revoke the authorization and Facio will not provide extra remuneration, royalties, or any other fees.
Contestants can revise their work without limitations. However, if the copyright of the song is affected by the re-recording or mixing, the contestant will be disqualified due to violation of the regulations.

*Update*
Recently, Facio announced that they will extend the deadline of the song contest campaign. The deadline is now on the 5th of May, 2016 at 23:59. Creators now have plenty of extra time to complete their songs! Contestants who want to make changes to their submitted song may re-upload the song and fill out a new registration form.
